To serve and protect (the state revenue stream)

The po-po just made another friend out here in Colorado. The windshield of his car (passenger-side) got hit by a vandal. He made an appointment to fix it and - since the driver-side was still good - duly drove the compromised vehicle in to get it fixed. Then he got ticketed... for the broken windshield. At the autoshop's parking lot no less.

The cops were too busy to stop property-damagers but not too busy to ticket the victim of the damage. I shall pass over the conflict-of-interest since it is obvious and typical.

And I'm not buying the commenters' claim that the cops do not have [ticket] quotas in Denver. Yeah. Sure. There's no spreadsheet being kept anywhere on how many citations are issued by which cops, and to whom. No political pressure on keeping the "socio-economic" stats at parity, in particular. Just like BJ Clinton didn't have sex with Monica Lewinsky.

But look on the bright side. I'm sure we can all look forward to "public service" ads on how you must drive without a vandalised windshield, or get pulled over.
